Let them get loans

Ilya Somin nails it. Government should not subsidize college tuition. The benefit of terms of increased future income makes it worth it to most students to get loans to cover whatever education costs their parents and college's financial aid don't cover. (If you want to help poor, smart kids who aspire to be philosophy professors, then you should support more lucrative philosophy research grants.)
