From a Slate article I learn that Congress has its clerks draft legislation as XML documents. At the risk of revealing my ignorance, I wonder, why did the Government Printing Office choose XML over LaTeX?

In general, it's easier to turn XML into something else than turn something else into XML.

In the particular case of LaTeX, the possibility of redefining commands (let alone catcodes) makes the general case harder to deal with.
